in a lot of places, the powers that be say "we need X tax dollars from properties for our budget" so that is what they expect to collect. then they divide X by the number of properties in an area, assign that portion to the properties. they make up and down adjustments depending on certain criteria. property cards are far from accurate in terms of market rates.in other areas, they send out drive-by appraisers every few years. again this is far from accurate, but slightly closer to reality.indiana used to tax based on the original value of a house. so a mansion built in 1850 for 15k  (and never transferred ownership) would still be taxed at that valuation, despite it being worth 2 million in modern times.
