For instance, unless you are trying to run a very high end luxury STR or the other homes in your area have high end landscaping, doing a huge landscaping job is probably not going to add much equity or increase your cashflow much. 

Some blocks are gritty intersections, others are quiet tree-lined and family oriented.Bottom-line, I think this one of the hottest neighborhoods in NYC/Jersey Area for the following reasons:1) Commute to lower Manhattan about 25 mins on light rail/path2) Luxury buildings going up everywhere especially in the eastern/communipaw portions, as well as developing bar/restaurant scene3) Historic brownstone/townhome lined blocks4) Still relatively cheap compared to other JC neighborhoods.5) 5-15 min bike/drive to Downtown Jersey City6) Under-developed, still many vacant lots to be filled.

If you look downtown, you can buy a luxury condo for $500,000 that only pulls in $2000 rent. 

But there are many people who don't have that luxury and then the question the OP has becomes very relevant.
