You can't require the person to wash their car every day, for example, but you can state that noise has to stop at a certain time, as long as it's reasonable.

@John Ma   I would say on this issue of pets with old buildings noise is also a factor  so I would be inclined to expand only to cats if sound travels a lot in the building.
