I would discount the property until you get 5 or so 5 Star reviews. 

The worst part of all of this has been the property management company he set me up with - Trek Property Management.

Killz Oil base will do the trick well  make sure to have lots of air flowing and use respirator while you paint I was seeing stars after painting a closet with killz.
