That way if they are pigs or refuse to not smoke or obey pet rules it might be easier to get them out quickly, hopefully they also would not be able to stiff me for more than one months worth of rent if they were scamming by couch surfing and not paying rent etc... 

Furthermore, to be upfront, you're competition is stiff.

If it is against the city than I wouldn't chance it since you can get hit with a stiff fine if caught.

But, a common issue is for several lessees to move out and stiff the remaining lessees with the bill.

In the event they stiff you I would 100% take the difference in rent from the security deposit as a tenant can't prorate the final month of rent unless you agree to do so. 

I'm sure there are still parcels left but competition will be stiff.
