Usuallly the luxury market is the most sensitive to these changes, as their decisions are less driven by necessity than the family with 4 kids and number 5 on the way, who just needs a bigger place now.

Non-renewing does not involve the courts, so I don't know how it could be banned.On the other hand, you may want to be sensitive to the plight of residents these days and be prepared for a negative backlash if you are trying to remove a resident who has lost their job.
