If the person doesn't own any property, and you think it's likely they never will (i.e. a perpetual renter), than there may be no point in filing an Abstract.

There are (at least here in San Diego) ways of getting non standard items approved, and some of the large developers want certain non standard items to create a certain "feel" for the project frontage, but they take perpetual responsibility for those items as well.

Then ask this question: If you receive a Perpetual Easement for that land from the Owner, instead of owning it outright, does that give you any form of Zoning relief or do the actual boundaries still rule?

I think you're probably giving the majority of folks a bit too much credit there, in my experience, deeply held stereotypes about people associated with various forms of income is a much larger predictor of such criteria.
