It is possible that I could wake up tomorrow in bizarro land and LA could turn into Detroit, we could hit an ice age and the great weather could go freezing, an Earthquake could put us underwater (literally), people in mass could decide that they prefer Omaha, all the tech companies, studios, and VCs could decide to move to Fargo, but I don't think so and I've got decades of data to back that up ... just in case my thesis is wrong, though, I always have multiple exit strategies to hedge against those kinds of risks and always watch and question assumptions.

Side note: I lived in Evansville, IN for about 6 months back in 2013 and other than the freezing rain I experienced it was okay.

I called the builder after the first freeze and he insulated the wall and put heat tape on the main shut valve.

It might be insulating the pipes near that trouble area, sealing drafts from the outside with caulk and spray foam, or even using heat tape to keep pipes from freezing.
