With it being a small town, the perception of it can easily go down hill. its known for meth presence, but its probably 5-10 individuals that are causing it.

That may also influence how you grade a site since water of course flows downhill, have you cut off that downhill flow when you really didn't need to.Depending on your local rules, water lines have a 'dead end' limitation (out here only two hydrant or 6 units on an end run) so if I have to 'loop' the system it doubles the pipe length.

It went downhill slowly after that, and at month 6 (last month) things went off the rails.
