Where new landlords fail is generally in the area of misplaced compassion.

I discourage it at all points of the compass... its the province of many out and out thieves.. ( not saying this guys is a crook of course) but you can bet there has been many a seller totally abused by this scheme.

Being concerned about a tenants feelings or having compassion for them is a one way street.

Do you think the agent is new (naive) or they do not have any moral compass?

There are different kids of big-box brokerages and as a new agent I would steer clear of old school and focus more on brands like eXp or Compass or Real, brokerages that give you opportunities to join teams and have updated marketing and more cloud availability than in-person requirements for new agents.
