Seems to me cohesive set of laws and rules regarding this activity would benefit  both the public and those that want to engage in the activity.  

I wasted too much time trying to piece it all together and when you're in different states it's all the more challenging to make sure everything is legit.

I think OOS investing without a property mgr is going to be challenging even though it is a cost.
