@Christopher Bowen Welcome to the single best real estate tool I have ever found.Gig Harbor may be hard to find good cap rates in but nearby places such as Tacoma offer some nice cash flowing multiplexes.

Any suggestion on these emerging markets, specifically in Seattle / Tacoma area?

When looking at the market there, I realized that there are house movers in the Houston area that will see you houses that need repair for pennies on the dollar.

I currently have a short sale in process in Tacoma Washington, the negotiator countered my offer 13k more.  

On the bright side, you and your tenants could hire the same movers and get it done in a few hours.
