If it is such an area you will be hard pressed to find numbers that give off great returns.Also the 2,3,4 unit types you are competing with owner who live in 1 unit and rent out the others.

As I started pressing the lenders that told me it was 2 years rental history per property I found them coming back to me surprised to find out that their guidelines would allow the income and I won the argument for only needing 2 years rental income PER person.With respect to your return, be careful what you put as expenses on your return because many lenders will take out expenses from the allowable rental income (even after the 75% is addressed).

You may want to wait on issuing a decision until you get a few more if you aren't hard pressed to get a tenant into the property.

When its a SFR or a small multifamily I am a little more cautious about pressing rents a ton just because if you raise someone $100 and they decide to move out that turnover is going to kill your profits for the year. 

Also remember she is living inside your house - if you press too hard she will destroy it before she finally leaves! 

I'm not sure, but I assume I'd be hard-pressed to find a lender willing to make a mortgage for $30k.

To me that means figuring out where I want to be and then making bench mark goals toward the place that I want to end up.
