I reached out to multiple small company insurance agents and they said they cannot give me a quote since I am an out-of-state investor and that underwriting is getting more strict so they don’t want to work with out-of-state real estate investors.

I think you need to make that distinction that your dealing with TX.. the laws in OR WA and CA are very strict when it comes to foreclosure rescue no matter how you do it.. thats why I do not do it anymore. 

In Connecticut, there are two primary types of foreclosure in CT - Strict foreclosure and foreclosure by sale.

As soon as a tenant gets behind on rent, enforce the lease strictly by sending proper notice to pay. 4.

One thing you have done right is to create a strict metric for what a good deal loaoks like.

Lastly, cities/towns that have well thought out city planning and/or strict zoning if combined with the aforementioned characteristics will almost always lead to supply pressures that work in your favor. 

Condos have very strict rules regarding %owner vs % investment and can loose their condo cert if they don't abide.

But start to get out of the SAD (sad american investment diet).Real Estate Investments: Cash flow and appreciation aside for you as a high income earner over 400K AGI its going to be more about saving taxes.
