So that's rugs,   I think eating wood is a bit harder for the mold, but you may have to replace studs too.  

Using my 6-plex move-out numbers, I get a vacancy showible for about $1000-1500 and if I have to replace rugs, add another $900-1200

Long story short, my job depended on my enlistment and my enlistment did not play well with my new medical condition/inability to deploy.I started to pursue real estate as a way to ensure I would never feel like a rug had been pulled out from under me again.

The cold down there may be keeping the floors of the first-floor apartment cold, and if those floors are diagonal plank subfloors covered in thousands of pounds of oak tongue-and-groove flooring, as they would typically be in such a structure, that's a lot of thermal mass working against you to keep the first floor cold.You can minimize that from the top by laying down rugs or even carpeting the whole space, but if you can work from below and insulate the cavities between the floor joists with faced fiberglass insulation batts, that should help more.If you are willing to DIY that much insulation work, you can really change the math on the heat equation.

But I have had interest for years in intensified gardening, and through other business ventures I've done I've become a good marketer, so I have a couple ideas about how I could take those small and not profitable farms and overhaul the business model to create something that hasn't been done before and could have a really great impact on local food communities- all while being quite profitable for my investors...

Things have gotten progressively worse with the final straw being that he/his crew dumped sink/trash/rugs/mattress/furniture in the backyard, right next to the house, after renovating a unit.

Over the course of a few months things intensified and things got promising even had an interview and the messages that followed sounded like I was moving back!!  

If you are rugged type of person, even the heat is manageable and a non issue.
