I would rather incentivise and/or help them move vs. go through an eviction process as this rehab needs to get started asap (the building is really inhabitable & unsafe in my opinion).

Does that mean that most of them have occupants, or most of them are inhabited by non-owner occupants?

Normally, they want to be sure then house is inhabitable. 

Well, the place is inhabitable in my opinion and I would get the problem fixed within a day for my tenants.

The terms as I understand are that I would have to inhabit this house as my Primary Residence for at least 3 years after closing.

I walked them and saw they were totally worthless in their current condition and inhabited by homeless people.

If yes, since there are two of us, could we have one property, live in it, buy a new property, and then have the other partner move into the other property (inhabiting it) and have that count as another primary domicile as opposed to a rental? 

In between tenant I had to pull a small electrical permit to accommodate section 8 inspector and found out that house was inhabitable per code enforcement!

In almost every state the landlord is required to keep the property in habitable condition.
