I believe the strategy is popular here in Hawaii for 2 reasons:1) Hawaii banks offer great introductory promo rates (1.75% for 2 years, 2.49% for 3 years etc...) prior to converting a variable rate. 

I provide Netflix, Amazon Prime, and HBO Go (which I get for "free" as a promo with my cell phone provider).

The only thing the promo page boasts is it's proximity to the subway.  

Just cancel after you’ve poked around for a couple of weeks so you don’t get stuck with the non-promo rate.

I get my cards from them and they always have promos going on.

This is not the only thing that plays into their ranking algorithms they take into account online bookablity, instant quotes, conversion rates, response scores, reviews, ad level, calendar update time etc--you can buy a promo to help you start collecting reviews even price a little lower to get your first few.
