Roads need repaved, trees trimmed.

If you do this for a few months, you'll be able to spot your "spending leaks" and see where you can trim some more $ for savings.

I believe the permit is expired but the only items left to do in the unit are flooring , finish off 3 bathrooms, applicances, fixtures and trim.

If there is a draft from the floor, go under the house or that floor and cover it below the floor.Use fireplace caulk, mortar caulk around the FP, regular caulk on trim front and sheetrock.But insulation doesn't go in the fireplace cavity or opening

The trim looks fine to me.  

Flashing around the window, interior trim, exterior aluminum?

If they are occupying a POH then you can give them that as well.Beyond eyes and ears, they need to read submeters and report those back, assist coordinating repairs for infrastructure, tree trimming, etc.For special items like selling a home they can field phone calls from buyers, get the paperwork going, and put out bandit signs, etc.  

There are plenty of tree trimming companies to call in the city.
