I would argue, from experience, that turnkeys are not passive - you are managing the property manager and that can be incredibly frustrating and time consuming. 

If you want to utilize the Security Deposit for NOT normal wear and tear, you MUST spend a lot of time detailing, documenting and taking pictures of the things you consider not normal and tear.My point here is, in your case, there is no point you "argue" with the tenant regarding the Security Deposit, because most likely if you pursue legal activities against the tenant you are going to loose in this state. 

And then enforce the terms of your lease and hope that he doesnt find an attorney willing to argue that the terms are unclear as evidenced by your paying for repairs all these years.

If one of my PM's is going to take intentional action without my consent that is going to cause a tenant or someone else to sue the PM or myself, I wish the PM good luck in arguing I should indemnify them. 

I would give them a notice of non-renewal of the lease NOW and also give notice to move the "dead" vehicles out NOW.He'll argue that the motorcycles are not recreational vehicles.
