Everything makes sense and it sounds like I'm headed for trial by fire.

This is very very common to have 3-6 months of trials and tribulations until you get the property stabilized and generating money .

I have used Rentometer.com, but I've run out of free trials.

This is the state regulatory agency and short of a judge at trial, they are the final authority in these matters.I specifically drilled down on the concept of "I'm not selling a property.

@Arnold Finkelstein, there is a trial-level decision in Jefferson County that says the Rioprop time limit runs even while a property is one the state inventory. 

It's trial and error when it comes to direct mail.

From there, you can also play trial and error. 

For me, saving the stamp and effort of printing and putting said letter in the mail is well worth $2ish.I'm still trialing both options so i can't really give a clear winner one way or another, but either one is a great option in my opinion.Hope this helps!
