If I pick up a client that I cannot handle and wants to see properties during the day I have the option to refer them to another realtor ( I get a referral fee) or shift schedule around to accommodate for them.

An out of area tenant can temporarily "settle in" by getting accommodations via Airbnb for example, and that would allow them to look for housing in person.

I live in Milwaukee and there are a lot of "Polish Flats" where the older homes were raised to allow for egress and entrance into a lower level unit to accommodate a larger family size (inter generational living).

You are asking legal questions for which you should seek counsel.At this point you have had a bad experience and the apartment complex by what you have written does sound like they have been making an honest effort to accommodate you and fix the issues.At this point if they replace the 650 item then a letter written by your attorney showing that neither party will owe any damages to each other , etc. and any deposits will be returned to you and you both go your separate ways and you move to another complex.Too me that seems cleanest and easiest to just get out of the place.No legal advice.
