The voucher holder is a individual and that person should be screamed based on The same merits as a person without. 

I feel for you.Last year we had a tenant who always paid rent on time but caused way too much drama with noisy visitors, unsupervised destructive children, and disregard for our property.

I have had travel nurses because it being right on 465, a lot people im town working, visiting families, hospital visitors, and summer events such as races, sports tournaments, and conferences.

If the person who left a message sounded drunk or there were people screaming in the background, or they were screaming at their kids - I just didn't call them back, and I quickly made appointments with the ones who sounded responsible.  

And if not, then the tenant can allow anyone they wish to visit or live there.We require the tenant to obtain approval for any guest who stays more than 5 nights a month.  

Divorcees are notorious for breaking leases and causing other drama, with the ex coming around and screaming arguments, yatta yatta. 

The house is the home of your tenant, and your tenant has rights, like having visitors coming to stay on occasion, and there is not a single thing you can and do about it.

Pot smokers, partiers, people fighting/screaming/throwing things at each other, dogs that bark and howl all day and whine all night, unsupervised teenagers lighting backyard bonfires in the bbq grill while mom away at work, etc.  

If you were go raise her rent because of the visitor it would have to been outlined in the original lease ddocuments.
