However, if you leverage it and get two 20% down deals on a 100k house, you can get a decent B/B- house, rent by room to soldiers from Ft.

One of the reasons that there is an increasing gap in the rent to price ratio is because Soldiers receive a housing allowance (BAH) that is capped (although it can increase).
