I have water leaching into the basement through the perimeter walls.  

I'd strongly recommend drain tiling around the perimeter along with the sump pump and ejector pit.

Spraying outside around the perimeter of the foundation and doorways is also necessary to deter bugs from entering.

In all 3 kids bedrooms they mounted a TV and stuck sticky 3M LED light strips all along the perimeter seams of the walls and the corners. 

This is especially true if you're close to the perimeter or any town center.

You could also use a coordinating color around the perimeter as an accent to reuse those board.

Wear a dust mask and put a 2 inch barrier perimeter around the house and anywhere you see ant activity.

The buried sewer line is outside the perimeter of the house owned lot but close enough with in 500 feet and has visible manhole access at certain intervals. .

Does anyone know of any good home security systems with outside perimeter cameras that doesn't need wifi connections for a student rental?

@Will Johnston I'm a native Washingtonian and have lived in and worked on these rowhouses most of my life as a carpenter & contractor so I speak with some authority on this.One of the first things I assess is whether the property is racked via settling , if this is the case and an entire perimeter wall is listing repair measures can be more intensive.
