I don't think anyone that lives in Pueblo County would dispute those claims. 

I think in most areas it's faster and easier to remove a tenant when the lease has ended/expired versus just when there's a dispute or unpaid rent.

Also, have a plan in place for handling noise complaints or other disputes that may arise among tenants.Lastly, make sure to familiarize yourself with local rental laws and regulations, as they may vary when renting to college students.

If outlined in your lease clearly, my method should prove effective; if a tenant complains about wrongful withholding of the security deposit for an unknown water bill, that withholding dispute will be resolved before it can go anywhere.

If so, you may be able to dispute the charges for any amount paid for work that was not completed (ie, windows that were not replaced).
