In your case since your properties are paid off, I don' see any reason why you would use a higher interest HELOC instead of just doing a cash out refinance.

In my market there are 2 reasons that keeping is smart. 1) the historical long term appreciation is on going, going back to when records started tracking the appreciation 2) the property tax is near fixed cost.

Otherwise you still have leases for each unit and collections for each unit.I don't think you will probably get a reasonable break on PM just by buying more units.
