A few weeks later they called the board of health on me.I review the items from board of health, and they are very ridiculous.Example, stain on the ceiling (need repair), the toilet seat is old and not smooth (need repair), tenant has no access to the basement, I don't post my contact information in the building ... etc.What is your opinion on this matter if you have encountered it in the past?

Always understand the index, the floor and ceiling rates and the maximum adjustment in any one period. :)

Am I looking at just having the walls of the foundation/ceiling hung with insulation?

Had it not been for the ceiling collapsing on the top of my head, I would have never known that Id been living in an incubator of filth for 2 1/2 years and the Owner, Property Management and my Housing Provider knew. 

The majority of the house has ceiling tiles that need to go.

The entire house was one color, the ceilings were white, as was the trim.  

Replacing all light fixtures, faucets, doors, door knobs, ceiling fans, every inch of wall was repainted, all moulding from brown to white, new laminate flooring through the whole first floor and vinyl in the bathrooms, repainted the deck, and really landscaped outside, as well as a brand new porch.

When we get in, the hole in the roof ruined all the ceilings and its so far gone we can't fix & flip and make any profits, as we won't make any money putting $50k into it, so we are doing a rental rehab, keeping pink tile and green toilet, putting in a renter, and will sell it as a loaded rental after that to an investor as a turn-key property.
