How to rent the attic and basement in New York

Good morning everyone, 

I found a 2-family home with 3 bedroom/1 bath unit per floor, including the basement and the attic. The attic and the basement have standard height ceiling. I plan to live in the basement and rent out the rest of the house. However, city regulations do not allow me to have a kitchen in the attic. What can I do to solve that problem?
