I have a 2019 tax certificate that is past that 4 year redemption period under this new law, could I attempt a tax lien foreclosure ? 

       - Does not require escro taxes and insurance.I have attempted on 2 homes to go with online lending options, Both of which fell through and were a bit of a hassle.

Unless you want to pay the difference out of pocket, you should probably attempt a short sale.

Once you find 3 or 4, attempt to get references by talking to their clients (the plaintiffs).

I was in prison for stealing cars and drugs and my partner for attempted murder and we are both changed people with wives and children and big houses and millions in assets.

Too many headaches for cash flow on paper (which is actually negative in reality) : stolen AC unit (thieves climbed a 7 ft fence), attempted break in (alarm scared intruder away), repair issues, winter weather (make sure someone turns up the heat on a vacant property).

I'd be shopping for RE like @Jason Wray mentioned and attempting to house-hack.
