I do not know if section 8 has always been this way or not but when I went to briefing to get my voucher and rent amount all I was given was a packet with my approved 2 bedroom and a sheet that is front and back and I have to add up all of my income (child support, cash assistance, etc) and then look on the sheet to see what my rent will be.
