Question for those that accept SECTION 8!

I just recently got approved for a section 8 voucher. The unit size is a 2 bedroom. I found a townhouse/condo and the owners were asking 880 (posted on craigslist). I asked if they would accept section 8 but at the time I had not gone to briefing so I did not know what my rent would be for. However, they told me I could come look at the place and we could go from there. The old tenant ruined the place so they renovation basically the whole entire place. It is a very nice house! I do not know if section 8 has always been this way or not but when I went to briefing to get my voucher and rent amount all I was given was a packet with my approved 2 bedroom and a sheet that is front and back and I have to add up all of my income (child support, cash assistance, etc) and then look on the sheet to see what my rent will be. I added it up to a little over 1,000 a month and beside that was 689 for house maximum contract rent. So I told the lady that owns the house I am interested in. Her and her husband are willing to come down but now I am confused. I did not know that the rent included the cost of utilities. I am not sure they would agree to 690 if it really won't even be that much once the utilities are subtracted out. They are not covering anything except trash and lawn care (HOA fee). I texted her earlier and told her my concern with this and she said they would do what they can to help me. Is it best to list the rent for around 750-800 on the tenancy approval form? It is higher than what I added up based on my income but it won't be that much once they see I am responsible for the utilities. I am also about to start working more hours a work so that may also help. What is your opinion and experience with these kind of things? I know I need to subtract the $40 per child, car insurance and anything else. I do not understand if the child care expense is a deduction or what?
