I see both sides; theres shady people who screw people over, there are people who start this blindly and make mistakes that cost people, and there are some who operate 100% ethically and have a grasp on what they are doing and everything is good. 

Curtains or blinds I would replace.All this is easier and less time consuming than dealing with a flea infestation.

I have typically done plain white horizontal mini-blinds, and live with having to replace them every 2 years or so.If pets are allowed, especially dogs, then all blinds are basically need replacing at every turn over.
