If your budget is limited, I would do what others are suggesting - limit your target audience by location, scheduling, demographics and others.

Check demographics on city-data.comNew Ipswich is a nicer town, but still too far from most employment, and little activity.  

Appreciation: I tend to lean more toward cash flow, however I like markets with strong demographics that will naturally yield appreciation.

I would say predominantly local investors who know how to handle the demographic and can stay right on top of the assets.. those trying this from afar run into some major issues with fully 50% or better get completely wiped out and lose their investment .1.
