I think there is some real upside to the RE market in PR, especially if the US government offers loan incentives similar to what was provided in New Orleans after Katrina.

By limiting the amount of money the free market would let flow to a property owner, the government is in turn limiting how much money that property owner can then spend to maintain their property.  

So basically if they want the government to continue to pay for 90% of their housing, they need to be somewhat respectable.
