For supporting evidence take the other tenants along as witnesses.

It is during the MOVING PHASE, that you must be cool, have all your wits about you and be prepared, yet still be cordial so as not to enraged the monster that seems to be lurking in your Tenant during the MOVING PHASE (as there is NO ANTIDOTE to calm the savage beast once it takes form).

Bad tenants will often have judgement against them, so when you run a credit report and see "XYZ Property Management", that is your best clue.The other side of the argument is that some tenants are falsely accused or over charged. 

Don't accuse just say we have had issues with the basement so we locked it.
