There is a great article (which I don't have the link to but which could probably be googled) written by a former aide in a congressional office, which detailed how she/he would throw out all mail without reading it, would take calls from constituents, listen carefully, offer support, say that they would relay the concern to the congressperson, and then do nothing after the call is over, and that such practices are commonplace.
