I am a little late to the party on this, but I think there are definitely strategies for web leads.I am a commercial broker and I have had some success with my site - some of which can be attributed to the fact that commercial is probably 10 years behind the technology curve and I am the only agent I know in my market with my own site.

All the houses in the neighborhood look quite similar - make your property stand out (pop)! 

Stand outs to me A neighborhood have rose in population. 

Most people send the wrong message in the wrong format to the wrong people so its easy for my message to stand out while the rest burn their money worrying about the color of their paper or the type of stamp.

Also does anyone know what the "Assessment" column is attributed to on that list? 

I like to stand out and be original but I have always done that and not blended in with the herds.  

The holidays really slowed things down and have also attributed to my inflated DOM thus far.The property has not sold yet and now that the holidays are over, things should pick up.

Make it stand out and make sure your message is clear.

The difference btw San Francisco and other markets, in addition to the many you've given, may be attributed to differences in expected population and job growth, the fundamental indicators of real estate value.All real estate prices move according to cycles and San Francisco is no different in this regard.
