The process involves getting architectural drawings, notifying the property owners on the same block as the property and then going before the variance board to obtain permission to make the property a legal 3 family.

A buyer or something along those lines may be able to pay for her moving costs if she lives in the property with mortgage servicer permission. 

I also once had a tenant who had at least 3 large fish tanks (also without prior permission).

Landlords don't have a right to enter the property without the tenants permission if there is a tenancy-at-will.

I did not think this was a problem because the tenant had already given permission for the HVAC guy to be there.

I have received permissions from the officers that I have the freedom to hire whoever to get the needed repairs done ASAP , and we will worry about who pays what later.The entire trap arm is about 6' long about 20" above finished floor. 

It may exist, but I can't believe that it would, even in California.Typically, the law requires you to give notice but it does not require you to get permission.

I have checkbook control and do not answer to anyone to get permission on what I invest in (as the law allows.)Good Investing...
