Yes, if you go after them, and recover, it will balance but if you don't recover all or if you do not expect to be able to recover so choose not to even try.

If I evict them, can I recover the unpaid rent for the month(s) they withheld AND the unpaid rent for any period the unit remained un-rented while I find new tenants?

We have not fully recovered from the lowest home starts ever a few years ago.The general consensus is that an uptick in interest rates will soften the frenzy we are now seeing (multiple offers over list, etc).
