Developers have just started raising offers since the rezoning, so getting one of those properties sooner rather than later will be great, because by the time you want to sell the market will tell you what developers are willing to pay. 

The gain/income comes in the year of exit normally, it can come sooner of course.States will not acknowledge losses unless you file a tax return and carryforward the NOL.

I normally tell people to really start considering a PM between 5 - 10 properties, if not sooner.
