As a graphic artist, I can make marketing materials, but without something to market it's not terribly useful.I'm not trying to be negative (or positive for that matter)... just trying to make a realistic evaluation of what is possible.

In terms of holding a contest - you can look at most of the previous artwork they have done in the past to get an idea of how good they are and can also ready the comments from their customers - good, bad, or ugly. it's at least worth taking a look - especially if you already know what type of design you are looking for and just need them give a nice polish = if you have no idea what you want to do - I'm sure they have designers who have plenty of ideas - but I have never gone that route as I usually know what I want - just don't know how to graphically design it ( though i do know enough about photoshop to get myself into trouble sometimes) Lets us know how it turns out and we would love to see your logo when its complete.

Do you realize that the actual graphic with the lots has the owners name?
