YES developer must have his sump pumps and ALL drain lines (including from roof) run into public sewer line. 

Water runs down the street, and enters a thoroughly inadequate drain - it is both small and horizontal so it clogs easily - and then over flows, running down the stairs to the lower patio.

You probably need to drain the water away from the front of the house as well as fixing the existing damage.If you don’t think your PM can handle this, it’s probably time for a new PM

I'd say the same for the drain, but you need to know your code there with slopes, venting, cleanouts, etc.
