The key points is don't become over-leveraged (there is quite a debate on what this actually means, but most would say having at least 20-25% equity among your properties) and have solid reserves (again the debate rages on here as well but generally 6 - 12 months worth of expenses is the norm).

HOA in theory can remove free rider market failure if well managed, when there are costs and/or needs for management shared by all.HOA kind of philosophically touches on the oft debated (and oft oversimplified) ideological debate between centralization or decentralization of authorityMy thesis would be: I suspect that HOA developments have higher property values in general, however when controlled for development budget on a per home basis, I would wonder if this actually holds up over time.I have heard anecdotal stories of corruption within HOA bodies, and mismanagement.

In PA, the broker/PM holds the deposit in escrow at a named financial institution and has under PA L/T laws 30 days after move out/possession to send detailed report of damages and balance of deposit check (or notice of amount due) to the tenant.Second: whether or not the PM notified the tenant(s) is open to debate, "he said-she said".
