They can't compete on a cost or rental rate basis, unless supported by a large corporate office for price reductions.3. 

So my advice isn't just Baytown against itself, or Houston, as much as it is in general weighted against all options.

When a line is messed up or in need of repairs you want to use it as leverage to negotiate a reduction in price or a seller credit towards closing cost.

I agree that the AFB and Trinity add stability to the area specifically around Minot, but I am always fearful of a reduction in the Air Force presence here. 

But now, you have the information to go out and close deal after deal (as long as you have enough grind and perseverance to stick with it - just like going to the gym with goals of losing weight and gaining muscle). 

I would get an agreement on the reduction and let them take care of it themselves.
