Plus any patching later just looks awful.

There are only streaks and patches of adhesive from the removed popcorn left on the scraped eiling, or was there additional paint UNDER the popcorn? 

New paint, replaced some doors, patched walls, new flooring etc.Good Luck.

It’s been patched and neglected far too long.

Think 20+ year old HVAC systems and water heaters....roofs patched with tar instead of shingles, etc.I didn't see Vacancy or Capital Expenses included in your budget affecting cash flow. 

From having bought my own house already, I have basic knowledge in the VA loan process (including working with real estate agents, loan officers, and inspectors), some rehabs (putting up drywall, patching up concrete foundations, installing blinds, etc...) and regular maintenance.

It isn't that expensive, although it does require a bit of wall patching if you have to cut a hole for the wire. 

With an emergency call on a Saturday, we patched it up and scheduled a full replacement 2 weeks later.
