I can't answer your questions as to Ca law on higher standards but it is that way in FL but more geared toward protecting the end user/buyer not the qualified commercial investor per say.

Given this relatively low amount of deals would it be unwise or inefficient to utilize direct mail marketing campaigns as its my understanding in order achieve success w this method you need to commit to multiple mailings over a long period time and is more geared for higher volume business?

@Tori Powe that great but unless you are in a position where you can't be the boots on the ground, I would suggest that starting out you get out there and learn your immediate area market so you will understand if certain areas are better geared toward buy and holds or flips.  

No drilling holes, no mounting gear or running wires around the outside of the building.

Do you think It's feasible to change gears and add a partner (my father) onto title at this point?

It was an amazing concept that the greater number of people had never thought about.So many people, even still, are geared to believe that if they want something in life, they have to "earn" it through hard work, frugality, and savings. 

What resources and/or advice do you have, should only be geared toward Florida.

As they gear up for an IPO launch, this would be the WORST investment you could make.
