There were so many times when I would show up and find someone doing something like putting dollops of cement along the edge of a wood floor and want to scream at the level of babysitting required to keep people from making these kinds of decisions.  

If visitors are price consicous enough that they're willing to stay off the Strip, there are plenty of cheap off-Strip hotel rooms available.

At first I thought that a ski resort would be a poor choice because of high vacancy in summer months, but apparently the resort manages to stay mostly booked year round with golf and mountain biking bringing in visitors in the warm months. 

I am sure lowering prices during the slow season can get you more visitors, but if the location just doesn't get visitors at that time of the year there is not much you can do but move.
