As for NY state did you go to the NYS gov't website and see if all the laws are published there?

They publish a not-so-parseable PDF of the listings and then have a separate website containing the list of lots that are still available, which I and other investors have found to be a pain in the neck.Are all of your lots in the LA vicinity?

Read the published notices in the newspaper.

If you google your state + "population trends" then you'll find some very interesting information published by your state legislature.  

I would warn BP readers, that published cap rates are usually from institutional buyers and typically do not represent the investment formula of most small properties.

Since it was published in 2005, I’m curious if people find any of it outdated based on changes put in place after the crash in 2008?

Curiously, the City of Los Angeles publishes their fresh list on a regular basis online as a PDF file.
