In my experience it is not really a percentage or a flat amount per se.

You need a finance type attorney, not a real estate type per se, to guide you.

I don't know if this is a scam, per se, but it does seem like they're trying to profit from you right out the gate, and that's no good.

But if you have the dough, you can start elsewhere.No in-house contractors per se...everyone is independent contractors but the maintenance guys I use are pretty much in house.If you are looking in Chicago, I am a big advocate of Pilsen and Little Village.

I'd echo @Stan Sugarman suggestion to visit on different days/times.I have found rental houses in SE and SW Atlanta to be profitable, but I also believe it is riskier than investing in more affluent areas.

I own something at  times I want to offload but I'm not saying that to sell it per se, just a thought if you wanted to PM me we could talk more seriously about it there.

I'm in the NYC metro area, not Rochester but as far as I'm aware there are no state licensing requirements for landlords per se.
