assuming this is much more than having a clean title, proper survey, and lawyer?

While I am primarily approaching it as a precursor to due-diligence on any one specific property,  I will have the chance to survey plenty of them.With that in mind, where would you recommend my focus be on the visit?

Oh yes, @Marty Brodsky works for a HM lender and was doing some survey/marketing work to stir up business.

First, get a survey or an "improvement location certificate" to see what's really going on.  

Also, complete a market rent survey and a sales comps survey.

That combined with some horrendous family issues slammed me down, and I'm just now lifting my head enough to look around, survey the current scene, and figure out how I can once again engage. 

Although Im getting back my deposit I'm not going to get back all the time I spend on this deal and $$$ I spend on Inspections and Survey all together I spend around $1500 -$1800 down the drain.

While they do consider recent sales (an of the subject property) assessments are based on what's called a "block survey" approach, where property values are the result of averages of groups of properties.
